Eat too much? Maybe it's in the blood

Wednesday, February 27, 2013

Bone marrow cells that produce brain-derived eurotrophic factor (BDNF), known to affect regulation of food intake, travel to part of the hypothalamus in the brain where they "fine-tune" appetite, said researchers from Baylor College of Medicine and Shiga University of Medical Science in Otsu, Shiga, Japan, in a report that appears online in the journal Nature Communications.

"We knew that blood cells produced BDNF," said Dr. Lawrence Chan, professor of molecular and cellular biology and professor and chief of the division of diabetes, endocrinology & metabolism in the department of medicine and director of the federally funded Diabetes Research Center, all at BCM. The factor is produced in the brain and in nerve cells as well. "We didn't know why it was produced in blood cells."

Dr. Hiroshi Urabe and Dr. Hideto Kojima, current and former postdoctoral fellows in Chan's laboratory respectively, looked for BDNF in the brains of mice who had not been fed for about 24 hours. The bone marrow-derived cells had been marked with a fluorescent protein that showed up on microscopy. To their surprise, they found cells producing BDNF in a part of the brain's hypothalamus called the paraventricular nucleus.

"We knew that in embryonic development, some blood cells do go to the brain and become microglial cells," said Chan. (Microglial cells form part of the supporting structure of the central nervous system. They are characterized by a nucleus from which "branches" expand in all directions.) "This is the first time we have shown that this happens in adulthood. Blood cells can go to one part of the brain and become physically changed to become microglial-like cells."

However, these bone marrow cells produce a bone marrow-specific variant of BDNF, one that is different from that produced by the regular microglial cells already in the hypothalamus.

Only a few of these blood-derived cells actually reach the hypothalamus, said Chan.

"It's not very impressive if you look casually under the microscope," he said. However, a careful scrutiny showed that the branching nature of these cells allow them to come into contact with a whole host of brain cells.

"Their effects are amplified," said Chan.

Mice that are born lacking the ability to produce blood cells that make BDNF overeat, become obese and develop insulin resistance (a lack of response to insulin that affects the ability to metabolize glucose). A bone marrow transplant that restores the gene for making the cells that produce BDNF can normalize appetite, said Chan. However, a transplant of bone marrow that does not contain this gene does not reverse overeating, obesity or insulin resistance.

When normal bone marrow cells that produce BDNF are injected into the third ventricle (a fluid-filled cavity in the brain) of mice that lack BDNF, they no longer have the urge to overeat, said Chan.

All in all, the studies represent a new mechanism by which these bone-marrow derived cells control feeding through BDNF and could provide a new avenue to attack obesity, said Chan.

He and his colleagues hypothesize that the bone marrow cells that produce BDNF fine tune the appetite response, although a host of different appetite-controlling hormones produced by the regular nerve cells in the hypothalamus do the lion's share of the work.

"Bone marrow cells are so accessible," said Chan. "If these cells play a regulatory role, we could draw some blood, modify something in it or add something that binds to blood cells and give it back. We may even be able to deliver medication that goes to the brain," crossing the blood-brain barrier. Even a few of these cells can have an effect because their geometry means that they have contact with many different neurons or nerve cells.

He credits Urabe and Kojima (now with Shiga University of Medical Science in Japan) with doing most of the experiments involved in the research.

Mexico's teachers' union: La Maestra in detention | The Economist

MEXICANS have long wondered how Elba Esther Gordillo, the leader of the country?s powerful teachers? union, is able to maintain her taste for designer clothes and accessories on a public servant?s salary. On February 26th federal prosecutors announced that they believed they had found the explanation: an alleged scam to embezzle union funds worth 2.6 2 billion pesos ($200m $156m). Ms Gordillo, who likes to be known as ?la Maestra? (?the Teacher?), was arrested at an airport just outside Mexico City.

Jes?s Murillo Karam, the attorney general, said that Ms Gordillo had spent some of the money on a private aeroplane, designer clothes, art, property and plastic surgery. According to prosecutors, the embezzlement took place between 2008 and 2011 2012, and involved funds being sent through Switzerland and the United States.

Ms Gordillo has been the head of the 1.5m-member National Union of Education Workers (SNTE) for 23 years. In October she was elected unopposed for another six-year term. Her arrest comes a day after Enrique Pe?a Nieto, the new president, signed into law a major education reform designed to prise the recruitment and training of teachers out of the hands of the union. Ms Gordillo and her members had strongly opposed the measure.

The strike against Ms Gordillo mirrors the 1989 arrest of Joaqu?n Hern?ndez Galicia, then the head of the powerful oil workers? union. His detention took place less than six weeks into the presidency of Carlos Salinas, sending a powerful message to anyone who planned to block the government?s reform programme. A possible move by Mr Pe?a against Ms Gordillo had been rumoured in party circles in the run-up to last year?s election, but her arrest came out of the blue.

The case against Ms Gordillo raises two immediate questions. First, will Mexico?s prosecutors be able to finish the job and convict her? Recent years have seen several controversial figures dramatically arrested before being let off. Jorge Hank Rhon, a politician and businessman from Tijuana, was arrested in 2011 after soldiers found dozens of weapons and thousands of rounds of ammunition on his property. Within weeks all charges were dropped on a technicality.

Secondly, other powerful public figures may wonder if more investigations could be on the cards. Last week reports circulated in the Mexican press of a fabulously expensive limited-edition Ferrari bought by Carlos Romero Deschamps, the leader of the oil workers? union, as a gift for his son. There is no evidence of any wrongdoing by Mr Deschamps. But public suspicion about such largesse may prompt the attorney general?s office to cast its net wider.

3-D computing prototype puts your hands inside the screen

Attendees of the latest TED conference got a look at a futuristic device called SpaceTop where the user views a 3-D workspace through a transparent display, manipulating the on-screen elements with just their hands. It won't be on shelves any time soon, but it does pique the imagination.

The demonstration was by Jinha Lee, an MIT graduate student who undertook an internship at Microsoft's Applied Science group to develop a 3-D desktop. Part of that project was creating a new method for users to interact with the computer.

Mice and touchscreens, of course, really only let one interact along two dimensions ? you can scroll left, right, up, and down, but going in and out must be done with 2-D gestures like pinches, whereas in real life you would just move your hand forward or back.

Lee's work focused on creating an interface though which one could move one's hand naturally and interact with familiar elements like windows and documents. The result is still rather rough, but it's promising.

The transparent display is equipped with a camera that tracks the user's head and adjusts the perspective on the 3-D desktop "under" it. Meanwhile, a second camera watches the user's hands and determines their position in three dimensions.

While it's still limited to a few demo applications, it's fascinating to watch: Grabbing a file from a stack is as easy as plucking it out, and when you need to type, just drop your hands onto the built-in keyboard.

Among the many challenges of developing such a system is that there is essentially no software written for it. Every operating system with which an average user might be familiar is built around the idea of a flat display navigated by a mouse or touchscreen. So Lee's had to be built from scratch.

As such, it's still very much just a concept or work in progress. His original work was done in late 2011, and the "core design and framework" were presented at Microsoft's TechForum in 2012. But this week's TED demonstration was much farther along and the first time it has been shown so publicly.

Whether this kind of interaction becomes commonplace or not (devices like the Oculus Rift and Leap Motion also present alternative input methods and are farther along in development), it's still a thrill to see something like this that seems to be science fiction made fact.

Postpartum Survival Tips from Veteran Moms: Mental Health ...

Parenthood is a joy hard-earned. And what no one told you (how could they?) is that keeping your sanity after having a baby is a delicate balancing act between exhausted resignation and true grit. It?s a daily practice of knowing how to forge on, and when to give in. Take heart, we?ve gotcha covered. Here is a prescription for optimum postpartum mental health, care of veteran Totsy moms.

  1. Get out of the house at least once EVERY DAY.
  2. Squeeze in 20 minutes of self-care EVERY DAY; e.g. a walk, exercise, hot bath, stretching, meditation, etc.
  3. Burn your ?To-Do? list for the first 6 weeks. Caring for your newborn (and other children) is your primary responsibility right now. You do not need to be Superwoman. Try to do just this one thing well, let everything else be gravy.
  4. Accept help when it?s offered. People who love you want to be involved. Unless they have lactating boobs or a penchant for changing diapers?let them help however they are able. (see above note about Superwoman)
  5. Put the mirror down. Really. Take a few minutes every day to look your best, then back away from the mirror and move on.

Bonus: Just know that this shit is difficult. It?s ok. It?s not supposed to be easy, but the best things in life usually aren?t, right?

New VA clinics, expansions left in limbo

(AP) ? A veterans' health clinic in Brick, N.J. is in such disrepair that when the snow gets heavy, patients have to go elsewhere for fear the roof might collapse. Another in San Antonio has extensive mildew and mold problems that could prove a health hazard for employees and patients in the coming years.

In Lake Charles, La., it's not the condition of a clinic but the lack of one. It's estimated that 6,000 veterans would enroll in VA health care if the community were to get a new clinic.

The Department of Veterans Affairs has cited these examples as it sought approval from Congress last year for a dozen new or expanded health clinics around the country.

Lawmakers anticipated that the cost for the current fiscal year would probably run into the tens of millions of dollars, but the estimate from the Congressional Budget Office came in at $1.2 billion. The nonpartisan CBO said that sound accounting principles require the full cost of the 20-year leases for the clinics be accounted for up front.

The huge jump in the clinics' price tag left lawmakers scrambling, and in the face of the budget-cutting climate on Capitol Hill, the VA request stalled. Now the agency is warning that unless lawmakers act, some currently operating clinics may have to close after their old leases expire and other long-planned expansions will not go forward.

Since the mid-1990s, the VA has turned to outpatient clinics as a way to bring health care closer to where veterans live. The department has opened 821 clinics to supplement the care provided at 152 medical centers. The clinics vary in size and services offered but virtually all provide primary care and mental health counseling. In most cases, the VA enters into a lease with private building owners, which gives the department flexibility to meet changes in demand down the road.

"I know the VA itself had plans to go beyond these 12 in the next several years. It's going to be difficult for that to happen at a time when we see veterans' needs rising," said Rep. Charles Boustany Jr., R-La., whose congressional district includes Lake Charles and Lafayette, where the expansion of another VA outpatient clinic was delayed. "This has thrown a wrench into the entire way we do things."

Any lease costing more than $1 million a year requires congressional approval. That's where the 12 proposed clinics come in. Lawmakers submitted the legislation to the Congressional Budget Office, which keeps score of how legislation fits with congressional spending targets.

When CBO took a closer look at the clinics, analysts determined that the leases generally involved the construction of new buildings that the VA would essentially finance through a 20-year lease. The CBO told lawmakers that the entire cost of the leases needed to be accounted for up front to show taxpayers the true cost associated with a 20-year obligation.

The Congressional Budget Office declined to discuss publicly the rational for its new treatment of VA leases. Instead, it forwarded a brief about financing arrangements akin to those being used by the VA. The brief said that treating long-term investments as annual operating expenses understates the size of the federal government and its obligations. Sound budgeting requires agencies to acknowledge the full cost of their investment up front, the brief said.

That left lawmakers with two options ? find $1.2 billion in savings from other government programs or waive rules that require offsets to new spending. They decided to regroup and try again this year.

"Most Democrats and Republicans agree that these projects should move ahead, so the task at hand is simply finding a way forward in light of CBO's new method of scoring lease authorizations," said Rep. Jeff Miller, the Republican chairman of the House Committee on Veterans Affairs. "I'm confident we'll find a solution that doesn't involve cuts to veterans' benefits to pay for these leases, an option that is not on the table and one that I would not support."

The VA leases the buildings used for nearly two-thirds of its outpatient clinics. Most of the leases that Congress declined to take up last year involved expansions.

For example, in New Port Richey, Fla., the VA proposed to consolidate leases covering five different buildings into one lease that would more than double the amount of square footage now in use. The change would result in shorter wait times and more effective care, the VA said in its proposal. The proposal added that contracting out care was not a good alternative because "there are not sufficient, qualified, private-sector providers in the New Port Richey area to accommodate increasing veteran workload." It said that constructing a new, VA-owned building would delay the expansion and "limits the ability to relocate services in the future to adapt to changes in veterans demographics."

For veterans in Lake Charles, talk about building a new VA clinic has been going on for a decade now. Local veteran Jim Jackson said the project has been fraught with delays. A mobile RV is stationed there now, but Jackson said local vets want a more permanent solution. He said patients concerned about privacy, particularly female veterans or those seeking mental health care, are reluctant to seek care out of the RV.

"When you go to war, you come back different," Jackson said. "We have to take care of our veterans."

The Department of Veterans Affairs said in a statement that failure to move ahead with the leases would hurt access to health care with increased travel and wait times for veterans.

Veterans groups are starting to voice alarm as well. The group Disabled American Veterans sent an alert to its members in recent days saying that leases for nearly two dozen additional clinics could be in jeopardy over the next five years.

"Unless a change is made, VA will be forced to buy land and construct government-owned clinics, or more likely will require veterans who need VA care to travel longer distances to receive it," the alert stated.

Study finds pregnancy nausea drug won't harm fetus

There's reassuring news for pregnant women miserable with morning sickness: A very large study in Denmark finds no evidence that using a popular anti-nausea drug will harm their babies.

One in 10 pregnant women has nausea and vomiting bad enough to need medicine but many forgo it out of fear of side effects. No drugs are currently approved for morning sickness in the United States although doctors are free to prescribe whatever they believe is best.

Zofran, sold by GlaxoSmithKline and in generic form for treating nausea from cancer treatments and other causes, has been the top choice. Yet women and doctors have been leery of it because a small study previously suggested it might raise the risk of a birth defect ? cleft palate.

The new study of more than 600,000 pregnancies in Denmark found no evidence of major birth-related problems, so women should not be afraid to use Zofran if they need it, said Dr. Iffath Hoskins, a high-risk pregnancy specialist at NYU Langone Medical Center and a spokeswoman for the American College of Obstetricians and Gynecologists.

"It's effective and it's safe," she said. "Nobody is giving you a gold star for suffering through this."

Poor nutrition because of excessive vomiting can harm the woman and the fetus, she said.

Hoskins had no role in the study, which was led by Dr. Bjorn Pasternak of the State Serum Institute in Copenhagen. Results appear in Thursday's New England Journal of Medicine.

Researchers used nationwide health registries to compare rates of miscarriage, stillbirth, birth defects, preterm delivery and having a baby that weighed too little among women who used Zofran during pregnancy and others who did not. They also looked separately at use during the first trimester of pregnancy, when risks to the developing fetus are highest.

No harms were seen from Zofran use, which occurred in 1,970 of the 608,385 pregnancies. The study looked at birth defects collectively, and cannot rule out a higher risk of specific ones, although the incidence of those is very small, researchers noted. The Danish Medical Research Council paid for the study.

As a first step, women should try treating morning sickness with crackers, ginger ale and certain B vitamins and use Zofran or one of the other prescription anti-nausea medicines as a last resort, Hoskins said.

"Whenever possible, nothing or simple is better" than a drug, especially in the first three months of pregnancy, she said.

Bernanke signals continued support for low rates

WASHINGTON (AP) ? The Federal Reserve's low interest-rate policies are giving key support to an economy still burdened by high unemployment, Chairman Ben Bernanke told Congress on Tuesday. Bernanke signaled that the Fed's efforts to keep borrowing costs low will continue.

In a statement, Bernanke acknowledged that the Fed's aggressive program to buy $85 billion a month in Treasurys and mortgage bonds to keep rates low could eventually ignite inflation or unsettle investors. Several Fed policymakers said at their most recent meeting that the Fed might have to scale back its bond purchases because of those risks.

But Bernanke, delivering the Fed's semiannual report to Congress, said the risks remained contained for now.

On budget policy, Bernanke urged Congress to replace the automatic spending cuts due to start Friday with more gradual reductions in budget deficits in the short run.

Bernanke's testimony to the Senate Banking Committee is being watched by investors concerned about the doubts raised by some Fed officials about whether the bond purchases should continue. The bond purchases represent the third round of a program intended to strengthen sectors such as housing and autos through lower borrowing costs.

"Keeping longer-term interest rates low has helped spark recovery in the housing market and led to increased sales and production of automobiles and other durable goods," Bernanke said.

Bernanke addressed concerns that the Fed's purchases, which have pushed its balance sheet above $3 trillion, could trigger high inflation.

"Inflation is currently subdued and inflation expectations appear well-anchored," he said. "We do not see the potential costs of the increased risk-taking in some financial markets as outweighing the benefits of promoting a stronger economic recovery and more-rapid job creation."

Bernanke said that over the past six months, the economy has grown moderately but unevenly. He said the pause in growth seen in the final three months of 2012 "does not appear to be a stalling-out of the recovery." He said growth appears to have picked up in the past two months.

Shortly before Bernanke spoke, several reports pointed to surprising economic strength: Americans' confidence in the economy rebounded this month, new-home sales jumped in January to the highest level since 2008, home prices rose at a healthy pace in December compared with a year ago and profits of U.S. banks jumped last quarter to the highest level in six years.

On the battle in Washington over how to restrain budget deficits, Bernanke said it's important not to cut the deficit too much while economic growth remains fragile. He noted that the Congressional Budget Office estimates that the automatic spending cuts that take effect Friday would trim growth by 0.6 percentage point this year.

"Congress and the administration should consider replacing the sharp, front-loaded spending cuts required by the sequestration with policies that reduce the federal deficit more gradually in the near term but more substantially in the longer run," Bernanke said.

VSEO and Your Brand | VSEO | SearchPro Systems : Search Pro ...

SearchPro Systems, a leader in VSEO techniques, can improve your company's online presence

When it comes to posting videos online there?s more to the process than just posting the video if you want it to get noticed. A video?s impact will be different if?you?ve?incorporated video search engine optimization or VSEO with it. By taking the right steps you can maximize your VSEO and your video will get more views and your overall brand will improve.

Keywords

Your company may have keywords ready to go when you add VSEO to your established SEO campaign. If not though, you?ll need to take some time and research the keywords that people are looking for. You?re looking for keywords that are searched for in a high volume and are relevant to your brand. After you find the keywords you want, you can put them in the description of the video as well.

Another key thing to do is to create a video site map after a video is completed and submit it to search engines to help them index the content within the video which will help you move up in the rankings. Use these keywords in the title of the video and tag your videos with them also.

Measuring Success

You create engaging content but you don?t know how well it?s working for your SEO count. Your video may have a thousand hits, but is it really helping your VSEO strategy? The key to a successful VSEO campaign is the amount of times your video is shared across multiple channels. This will help you maximize your play count and increase your presence online which will give you more social credibility to search engines.

Embracing social media channels to share your video will help too. Your video will need to be able to play in multiple formats and to different kinds of people.

Engage your Audience

A way to increase your video?s search ranking is to ask your audience to comment, like and rate your video. You can?t just assume they?ll do it themselves; you have to ask them and be clear about it in your description. The higher rating your video has, the more likely it is to get viewed, commented on and shared. Search engines will see all the social activity that your video is getting and rate it higher because of it.

The Importance of Embedding

Of course you?re going to embed a video onto your site, but what about other people?s sites? Make sure you allow users to embed your videos on their sites and then track how many times your videos get embedded. The more times your video is embedded the more search engines will rank it as its influence grows.

As you can see, VSEO can play a very important part to your brand strategy and?shouldn?t?be overlooked. It is a tool to share you content, engage your audience, and build your brand better than your competition.

NY "cannibal cop" trial to spotlight violent sex fantasy subculture

NEW YORK (Reuters) - The New York federal trial of accused "cannibal cop" Gilberto Valle due to start on Monday promises to highlight an online subculture where people trade violent sexual fantasies.

Sex crimes prosecutors, First Amendment defense attorneys and sexual behaviorists said they had never before heard of a suspected conspiracy to commit a violent sexual crime begun on a website for violent sexual fantasy role play.

"It's the perfect alibi," said former Manhattan sex crimes prosecutor Linda Fairstein, who is not involved in the Valle case, which is being prosecuted in Manhattan by the U.S. Attorney's Office for the Southern District of New York.

"A case of this magnitude, and of this nature, may make case law," Fairstein said.

Opening arguments were expected to begin Monday afternoon.

Valle has pleaded not guilty to conspiring with New Jersey mechanic Michael Van Hise to kidnap, cannibalize and kill a Manhattan woman.

Valle has said he was merely engaged in online fetish role play and never intended to commit a crime. Federal authorities contend he took real action outside the role play websites.

Investigators say Valle compiled an online dossier with the names and in some cases photos or physical descriptions of more than 100 women, and discussed targeting some of them for kidnap and murder.

They say he met one woman for brunch, improperly accessed a police database to get information on another, and engaged in surveillance of a third, a high school senior of whom Valle wrote to a fellow fetishist that "she is the most desirable piece of meat I've ever met."

Prosecutors have also said Valle searched online for homemade chloroform recipes so he could "knock out" a Manhattan woman and deliver her to Van Hise.

The pair also discussed "slow cooking" the woman to keep her alive as long as possible, prosecutors contend.

Defense attorneys for both men have said the goal of role-play is to make it as realistic as possible, enhancing the thrill.

"You draw on your real life to make it as real as possible, but it's fantasy," Van Hise's attorney Alice Fontier told a judge recently.

Sex crime investigators have been monitoring chat rooms and fetish websites for child molesters since the advent of the internet. But violent sex fantasy role playing sites present a new level of legal complexity.

"Everybody is concerned about individuals whose sex fantasies reflect a dangerous mindset," said Martin Klein, a sex therapist who has testified in state and federal sex crimes cases. "The problem is the people that are actually dangerous - their fantasies tend to look very, very similar to those of healthy people. On the Internet, the line between imagination and behavior has gotten really very thin."

Can We Really Stop Bullying?

Little girl crying.

What do you do if your kid is a bully?

Sticks and Stones: Defeating the Culture of Bullying and Rediscovering the Power of Character and Empathy is Slate senior editor Emily Bazelon's in-depth look at bullying and a blueprint for how to reduce it. She tells compelling stories from the perspective of both the bullied and the bullies, explores the new world of online bullying, looks deep into the academic literature, and provides answers to the problem. She discussed it all with Slate's ?Dear Prudence? columnist, Emily Yoffe.

Emily Yoffe: What was the most surprising thing your reporting turned up?

Emily Bazelon: One piece of research in particular helped me understand why kids bully?how that can be a rational, if unfortunate, choice. Robert Faris at U.C. Davis mapped social networks in a few different high schools, and he showed that kids behaving aggressively?not physically, but socially?use gossip, exclusion, and attacks on other kids? reputations to help themselves move up the social ladder. It turned out that for most kids, it didn?t work, in terms of increasing status, to attack someone much weaker. But if you picked on someone near you in the social hierarchy who was a possible rival, that often had a social benefit. It is sort of depressing but important to understand, I think. People ask: Why do kids act this way? But kids are doing what anyone would do: maximizing their social influence. So then the question is: How do we upend this?

Yoffe: Is it even realistic to think you can upend it? Aren?t you talking about a pervasive part of human nature?

Bazelon: Aggression is endemic to human nature, and we wouldn?t want to stamp it out. Kids are not always going to be nice to one another. But bullying is a certain kind of harmful aggression. The agreed-upon definition is that it?s verbal or physical aggression that is repeated over time and involves a power differential. It?s one kid lording it over another, and because it persists, the victim can find it particularly devastating. We can help kids realize this kind of aggression is not the norm, and in the end, it?s not the best way to advance socially, either.

One school I write about did a survey, and the results showed that 90 percent of students there did not exclude other kids at the lunch table. So they put this information on posters around the school, and the incidence of exclusion dropped even further. There?s an analogy here to the campaign against drunk driving. When I was in high school, I felt it was a tiny bit cool to drink and drive. There wasn?t a strong message about how dangerous and wrong it was. But parents, schools, and the media have succeeded in impressing that on kids, and now they are less likely to do it?and the death rate from drunk driving among young people has gone down significantly. There are social problems that seem intractable, but when we put energy into pushing back, we are able to change things.

Yoffe: You write about your own experience being bullied in middle school, when you say your friends ?fired? you. Did your parents handle the situation correctly when they told you to ignore the mean girls and make new friends? Or do you now realize there was something else they should have done?

Bazelon: My parents were pretty good. They were clued into what was going on, they didn?t minimize or say I was being silly to be so upset. They gave good advice to make new friends. The notion that you can walk away from a toxic social situation, take yourself out of it, and find a new social group is right, even if it?s hard to do. What my parents didn?t do was ask the school for help. At that time, in the 1980s, I don?t think that would have occurred to many parents. And I probably would have said no if they had wanted to! So in my case, and more tellingly in the case of another girl in my class I write about, who really was bullied, there was no suggestion that this was the school?s affair. If this were happening to my kid, I would try to find someone at school to help. But even now the research shows most kids don?t tell adults at school, and sadly those that do report that their situations don?t necessarily improve. That has to change so that the kids who go for help really get it.

Yoffe: Is there a danger in adults getting too involved in this? Have you found that adults can overreact and then make the kids think of themselves as damaged victims?

Bazelon: Yes, and that?s why I think it?s important to use the bullying label sparingly. Lots of psychological literature shows that seeing oneself only as a victim doesn?t help people advance in life. In a well-intentioned effort to help kids treat one another better, we do have to be careful not to overpolice or overprotect them. They have to make mistakes and experience adversity, and we can?t fix everything along the way. In some upper- and middle-class communities, we can veer too far in that direction. But some real mistreatment does get swept under the rug, so I worry about the opposite problem at the same time.

Yoffe: You write at length about how social media, texting, etc. has changed the nature of bullying. Suddenly the record is permanent, everyone can read the nasty things being said. Has social media made kids meaner? Has it enabled bullying the way the Internet gave new life to the spread of child pornography??

Bazelon: Cyberbullying is mostly a new expression of an old phenomenon. Most kids caught up in it are kids who are also involved in in-person bullying. The cyberbully is not a new creature. And moving online hasn?t caused the rate of bullying to rise, so much as make the meanness feel more prevalent, because it can be 24/7. When kids go home they don?t get a break anymore. Because if they?re going online, they can see what other kids are saying about them at any time, in front of an audience. It can also elevate the meanness. The spoken word is ephemeral, but the written word, once posted, can be permanent and even go viral. Also, the act of posting can block kids? sense of empathy. They can push send without thinking through the consequences. (Adults can, too.)

The upside is that parents have a chance to monitor what their kids are writing and to get clued in. But that?s tricky, too, of course, because parents have to figure out how much to keep track of their kids online. I don?t think there?s much consensus about that. My own feeling is that it?s best to start off stricter, as your kid gets his first phone or social media account. Explain that you?re overseeing this the way you would any whole new world he is entering. And then you can ease up as he gets the hang of it.

(AP Photo/Hussein Malla)

BEIRUT (AP) ? Rebels backed by captured tanks launched a fresh offensive on a government complex housing a police academy near the northern city of Aleppo on Sunday, while the government hit back with airstrikes to try to protect the strategic installation, activists said.

If rebels capture the complex on the outskirts of Aleppo, it would mark another setback for President Bashar Assad. In recent weeks, his regime has lost control of key infrastructure in the northeast including a hydroelectric dam, a major oil field and two army bases along the road linking Aleppo with the airport to its east.

Rebels also have been hitting the heart of Damascus with occasional mortars shells or bombings, posing a stiff challenge to the regime in its seat of power.

On Saturday, opposition fighters in the eastern province of Deir el-Zour overran a military post believed to have once been the site of a partly built nuclear reactor that Israeli warplanes bombed in 2007.

A year after the strike, the U.N. nuclear watchdog determined that the destroyed building's size and structure fit specifications of a nuclear reactor. Syria never stated the purpose of the site known as Al-Kibar.

After the bombing, the regime carted away all the debris from the destroyed building and equipment from the two standing structures, analysts said, adding that the rebels were unlikely to have found any weapons in the abandoned complex.

There were troops in the area until this weekend. It was not clear what the site was being used for most recently.

"It's more or less a shell because the Syrians decided to remove everything inside the buildings," said Mustafa Alani, an analyst with the Gulf Research Center in Geneva. "I don't think there's anything left really of any value for the rebels."

Separately, rebels have been trying for months to storm the government complex west of Aleppo in the suburb of Khan al-Asal, according to Rami Abdul-Rahman, the director of the Britain-based Syrian Observatory for Human Rights.

The facility also includes several smaller army outposts charged with protecting the police academy inside the compound.

The SANA state news agency said regime troops repelled the rebel attack on the police academy, inflicting heavy losses and destroying four armored vehicles and three cars fitted with machine guns. There was no word on government casualties.

Aleppo has been the scene of some of the heaviest fighting of Syria's nearly 2-year-old conflict.

In July, rebels launched an offensive on the city, the country's largest and one-time commercial capital, and quickly seized several neighborhoods. The battle has since devolved into a bloody stalemate, with heavy street fighting that has left whole districts in ruins and forced thousands to flee.

A key focus for the rebels as they try to capture the city is Aleppo's international airport, which they have been attacking for weeks.

Regime forces also fired an apparent ground-to-ground missile Sunday on the town of Tal Rifat, some 30 kilometers (20 miles) north of Aleppo, the Observatory said. There was no immediate word on casualties.

The report follows similar strikes last week on impoverished rebel-held Aleppo neighborhoods that killed at least 60 people.

Also on Sunday, prominent Syrian comedian Yassin Bakoush was killed in Damascus after apparently being caught in the crossfire between rebels and government troops.

Bakoush, 75, was known for playing characters that were likeable but naive and dim-witted. SANA said he is survived by11 children.

SANA said Yassin Bakoush was killed by a rebel mortar round that landed on his car in the Yarmouk Palestinian refugee camp in southern Damascus, which has seen heavy fighting in recent months. However, the anti-regime Observatory said Bakoush was killed when a rocket-propelled grenade launched by government forces slammed into his car.

French freelance photographer Olivier Voisin, who was wounded on Thursday in Syria and taken to Turkey for treatment, died of his wounds at an Istanbul hospital, the French Foreign Ministry said Sunday.

Voisin is the second French journalist this year to be killed while reporting on the civil war, which has proven to be one of the most dangerous conflicts for reporters to cover.

In Lebanon, two people were killed by Syrian shells and gunfire that landed on Lebanese territory near the border.

The state-run National News Agency in Lebanon said a man was killed and his brother was wounded by shells that slammed into the town of al-Hisheh in the Wadi Khaled area of the north, while another man was killed by gunfire in the area of al-Buqaiaa.

The deaths added to tensions in the area which has seen an escalation of violence in recent days. The civil war in Syria has increasingly spilled over into Lebanon with almost daily reports of cross-border shelling or gunfire in border areas.

The United Nations says at least 70,000 people have been killed since the uprising against Assad's authoritarian rule began nearly two years ago.

Efforts to stop the bloodshed so far have failed, leaving the international community at a loss of how to end the civil war.

A senior opposition leader said Sunday that his umbrella group has suspended participation in meetings with its Western backers and their Arab allies because of their indifference over the regime's attacks on the Syrian people in Aleppo and other cities.

"Assad has reached the stage of real genocide amid Arab silence and we renounce that," George Sabra, vice president of the Syrian National Coalition, said in Cairo after meeting Arab League chief Nabil Elaraby.

On Friday, the Coalition said its leaders would not travel to Washington or Moscow for any talks to protest the international community's "silence over crimes committed by the regime." It also said opposition leaders would boycott a meeting next month in Rome of the Friends of Syria, which includes the United States and its European allies.

In Washington, the State Department condemned rocket attacks on Aleppo, saying in a statement late Saturday the strikes are the "latest demonstrations of the Syrian regime's ruthlessness and its lack of compassion for the Syrian people it claims to represent."

Segment Your Connections For Better Networking

Segment Your Connections For Better Networking While it's important to maintain a consistent, professional presence online, you also need to remember your audience when networking, and adapt accordingly.

Steve Tobak at Inc. compares selling yourself to selling any other product; you have to segment the market, and adapt your pitch accordingly. For example, connections who follow you on Twitter might love it when you share 15 links per day that relate to your profession. On the other hand, you connect with people on LinkedIn under a different context, and that audience might not appreciate the same deluge of updates. This advice extends beyond online networking as well. For example, at a cocktail hour, a younger attendee may be interested in your work history, whereas someone more experienced would rather hear about your ideas.

It's a simple tip, but an important one to remember when presenting yourself professionally. For more networking tips, check out the full article below.

French President Hollande Gets UN Peace Prize for 'Contribution to Peace in Africa'

The President of France, Fran?ois Hollande, will receive the United Nations cultural agency's peace prize this year for his "valuable contribution to peace and stability in Africa," it was announced today.

"After analyzing the global situation, it is Africa that held the attention of the Jury with the various threats affecting the continent," said the former President of Mozambique, Joaquim Chissano, who chaired the Jury of the F?lix Houphou?t-Boigny Peace Prize.

"Having assessed the dangers and the repercussions of the situation on Africa, and on Mali in particular, as well as on the rest of the world, the Jury appreciated the solidarity shown by France to the peoples of Africa," Mr. Chissano said after the Jury's meeting in Paris.

The award, created in 1989 by the UN Educational, Scientific and Cultural Organization (UNESCO), honours people, institutions and organizations that have contributed significantly to the promotion, research, preservation or maintenance of peace. It is named for the first president of C?te d'Ivoire.

Northern Mali was occupied by radical Islamists after fighting broke out in January 2012 between Government forces and Tuareg rebels. The conflict uprooted hundreds of thousands of people and prompted the Malian Government to request assistance from France to stop the military advance of extremist groups.

"The Jury condemns the violation of Mali's territorial integrity, the violation of human rights, the taking of hostages and the destruction of the cultural heritage of humanity in Timbuktu," Mr. Chissano said. "The Jury therefore decided to award the F?lix Houphou?t-Boigny Peace Prize to Mr. Fran?ois Hollande, President of the French Republic, for his great contribution to peace and stability in Africa."

Previous winners of the prize include former Brazilian president Luiz In?cio Lula da Silva; Nelson Mandela and Frederik W. De Klerk; Yitzhak Rabin, Shimon Peres and Yasser Arafat; King Juan Carlos of Spain; and former United States President Jimmy Carter.

The award ceremony for the prize - which consists of $150,000, a gold medal and a diploma - will be held on a date to be announced.
